What is anecdotal evidence? When should it be used (and not used) in a research paper?

Anecdotal evidence is a personal observation, personal experience, example, or case study. This kind of evidence should be used when disproving general statements. Anecdotal evidence shouldn't be used when supporting arguments and supporting or opposing narrower claims.
