In some ways yes, in others no. Neither side won a clear victory in the Pullman Strike.

Many workers lost their jobs and conditions for them were not improved. The union leader, Eugene V. Debs, was jailed. That being said, the strike allowed workers to make demands as a group and cost the company more money than if they had agreed to what workers wanted as a result of less work being done. They also disrupted travel and shipping for the company.
