The Enrollment Act drafted white men but allowed them to hire a substitute or pay a fee to avoid service. It is a legislation passed by the United States Congress during the American Civil War to provide fresh manpower for the Union Army that is also known as the Civil War Military Draft Act that was enacted March 3, 1863.
