Inefficient procedures and the absence of classroom routines are bothersome but do not really constitute a classroom management problem.

That statement is false.
It's considered a classroom management problem. Classroom routines and procedure really help the teacher in making the students be more discpline .If this does not exist, it would be really hard for the teachers to aid guide the students from playing mode to enter the study mode.
