I believe Russia offered to sell Alaska to the United States because it was struggling to recover from the Crimean War.
During this war, allied forces of the Ottoman Empire, France, Britain and Sardinia joined in order to defeat Russia because of religious conflicts between Roman Catholics and Orthodox Church, respectively. It ended with Russia's defeat which is why it decided to give up some of its land in America in order to fix the country.
