John Quincy Adams did not win the popular vote. He won the electoral vote. Also, another person that ran, Henry Clay was excluded from the House vote as he did not finish in the top three. Therefore, people thought that Adams and Clay struck a deal before the elections when Adams nominated Clay as his Secretary of State after the elections. They thought he was trying to promote a nationalist agenda.
