The Wilmot Proviso was proposed in the US Congress in 1846 as an attempt to ban slavery, after the Mexican-American War, in the new territories acquired. It was blocked in the Senate, when the representation of the slave states from the South was greater. It was tried again in 1847 and the Senate rejected the law again.

The Wilmot Proviso proposed that all lands obtained from Mexico as spoils of the Mexican War should be made to be slave free territories. The Wilmot Proviso was proposed to congress in 1846 by congressman David Wilmot.
