y − 1 = 4(x + 3)
y - 1 = 4x + 12
y = 4x + 13, slope = 4
parallel lines, slope is the same so slope = 4
passes through the point (4, 32)
y = mx+b
b = y - mx
b = 32 - 4(4)
b = 32 - 16
b = 16

equation
y = 4x + 16
