the articals of confederation gave full power to the people, while the us constitution had a strong central government.

The Articles of Confederation loosely bonded 13 sovereign states. The national government had no power to tax, so it was bankrupt. This was resolved when the Constitution was written, dissolving the Articles and establishing a federal government with power over state governments.
