D) Two consuls led the government and controlled the military.

There were two of them and they controlled both and could veto each other out or they could lead armies into wars. Sometimes it would happen that a consul was popular in the army because of his war efforts so so he becomes more powerful among the people because of it, or one gains power while the other is in war.
