How did political cartoonist bring issues to the public’s attention

Take Dr. Seuss for example. During what was going on with the Nazis and WW2, he made plenty of political statements that ended up in the newspapers. His characters and cartoons had morals and they showed the public what was going on, with his subliminal messaging.
