Congress delayed outlawing the international slave trade within the jurisdiction of the United States until 1808 because the Constitution forbade such a law until 20 years after its ratification. The act prohibited the importation of slaves into any port or place within the jurisdiction of the United States from any foreign kingdom, place, or country.
