Japan was the one to order the attacks on Pearl Harbor. They wanted to take over the countries and island in the Pacific, and they knew the U.S. would get in their way. Also, Hawaii, being a Pacific Island, was right in Japan's way. So, they decided to attack the U.S before we decided to attack them
