An act of congress bestowing a specific power to the president or executive bureaucracy to carry out on behalf of congress is an example of delegated powers, this doesn´t happen very frecuently in developed countries, congress has always tried to keep its independence and power to control executive power, these type of actions have happended recently in Mexico, Peru and Venezuela.
