Does the government want to help control climate change?

Most governments do. Especially the larger countries and cities. That's why many government set up laws to control for example the amount of carbon dioxide released to the air from factories or vehicles. This is because carbon dioxide traps heat in the atmosphere and create the green house effect that leads to global warming.

absolutely.
in doing so,they can create more idea Conditions for growing crops to feed the planet.
on the flip side...they look to control the prices of commodities (grain) on a global stock market,more so than they already do.
want to lower the price?...flood the market.
want to raise prices? ...control the climate and with hold surpluses
