Speaking intuitively, I'd say it continues to rise.

The alcohol isn't immediately diffused into the bloodstream, it needs to go through some of the digestive system. Even after you stop drinking it's still in your system but not yet in your blood, which is what the BAC/BAL is derived from(Blood Alcohol Content/Level).
