The correct alternative is letter D) "State laws could limit working hours for women."

This is a very controversial decision, that would never pass nowadays. It basically cut off the negotiation powers of women, "encouraging" them to have more maternal and household based lives. It was a problem because it institutionalized gender-based discrimination.
