When Lincoln issued his Emancipation Proclamation, he knew it did not have the power to end slavery. Why was he correct?

Slavery had to end by an act of Congress.
That authority only came from the Supreme Court.
Only American voters could put an end to slavery.
It was going to take a Constitutional amendment.
