If you don't have some type of tape or rubber around your dog tags, they clink together making a pretty annoying sound. If you were in combat and an enemy heard that, you could get captured. Also, just hearing that sound whenever you walk gets pretty annoying.

First, it is important to understand what a dog tag is. Originated during the Civil War, paper tags and pieces of wood were used to identify a solder on the battlefield. This continued to happen, and during the second world war, they named them dog tags because they resembled dog collar tags. They taped them together to prevent the clinking of the metal, this prevented the enemy from hearing them.

Hope this Helps! :)
