Imagine that tina was unable to move her right ankle. you notice that her muscles contract as she attempts to dorsiflex her ankle, but no movement occurs. how would you grade her ankle strength?

I would grade her ankle's strength as "1/5" .

To measure the muscle strength the physiotherapists normally use a scale which is called "Oxford Scale", this scale measures the strength from 0 to 5 grades. As measured by the Oxford Scale, any muscle group which does not show a movement but shows muscle contraction is given the grade 1/5 muscle strength.
