I believe the biggest advantage is the The Homestead Act of 1862
The The Homestead Act of 1862 was enacted by President Abraham Lincoln that provide whoever want to settle with 160 acres of public land.
This encouraged potential settlers that saw this as an opportunity to open up a new business.
