That statement is true.
They do this by focusing the non-profit organization to fight for a certain/specific cause only.
for example, if non-profit organization is created to protect the environment, it will attract only the people that care about this issue in partiular so they do not have to spent money to attract audience that run on heavy manufacturing sectrs.
