Place value is the value individual digit has in its location: in order from higher to lower value, there is thousands, hundreds, tens, and ones.
When you divide by 10, you are affecting (only once) every digit from its current place value to the right.
For example 1000 divided by 10 = 100, you have relocated every digit to the right, making the zero dissolve (or better yet, divided by a hidden and in this case unusable comma).
