Only about ten percent of the energy at one trophic level is passed on to organisms at the next trophic level. The remainder of the energy is used in life processes or lost as heat.

The thing is that , there are three consumers in a food chain, primary, secondary, and tertiary. So it will be obvious that a small thing can be eaten by the bigger thing and that bigger thing will be eaten by the most bigger thing, So primary is eaten by secondary and secondary is eaten by tertiary, and the food chain goes on .
