Can plants produce oxygen without carbon dioxide? What is the relationship between carbon dioxide and oxygen in plants?

No, it can't because the photosynthesis involves different types of processes with carbon dioxide, producing oxygen as the result.
The relationship in the reaction is:
CO2 + 2H2O + photons → [CH2O] + O2 + H2O, so one molecule of carbon dioxide turns into one molecule of oxygen.
