As of September 2017, ten states have signed on to this plan. This plan allows for states to, as a bloc, award their electoral votes to the candidate winning the overall popular vote in the election for President. This, however, only takes effect once enough states have signed on to give an absolute majority of the electoral votes in play for that year's election.
