The brain perceives motion through our eyes. Light enters the eye through the pupil which is received by receptor cells in the retina. These receptor cells then send signals to the brain. The brain gets a snapshot of this image every 100msec. If the snapshot is identical, then no motion is perceived. If there is motion, the images will differ and the brain interprets the movement.
