At the federal level, Article Two of the United States Constitution states in Section 4 that "The President, Vice President, and all civil Officers of the United States shall be removed from Office on Impeachment for, and conviction of, Treason, Bribery, orother High Crimes and Misdemeanors."

A president can be impeached, which means that they have done something illegal. It is in article two section 4 of the constitution.
