First the bill is introduced. The bill is then referred to the appropriate committee by the presiding officer in the Senate. It is discussed in a subcommittee and then the full committee, and then voted on. It is then debated on the senate floor, and put to a vote. If the house has already voted and passed the same bill, it is sent to the president.
