What does he mean by this quote ? Examples of him giving his voice while respecting the goverment ! Need asap please !!

What he means by saying this is that with out resistance we would go no where. With out people resisting an event or action there would be no great feats to occur. It causes us to be more ample to directives and take into our own account that with out the resistance towards government it would be a rather boring process for those in the government
