The old Roman Republic from its Territory had its Emperor, Hail Caesar, with closely absolute power. But being a state then, they also had a Council of which the Senators were chosen from the people, as administration's legislatures of and for the people. This idea can be adapted to bear a resemblance to our current legislative office, vis-à-vis Congress. And certainly our executive, commander-in-chief, curtails from a less bossy symbol of Rome's Emperor Caesar.
