When law enforcement "cracks down" on gangs in relatively inactive periods, it inevitably makes the gang "stronger".
In the period when a gang is inactive, automatically it will not be using all of their resources or people, from them most will be inactive and not be arrested or even marked, which eventually will make the gang stronger.
