Why did the democratic-republicans hesitate to challenge the alien and sedition acts before the supreme court?

They were hesitant because of the Alien Enemy Act that was still effective during their time. The Democrats-Republicans believed that the laws created by the Federalist party are created to subdue people from their freedom of Speech. For the Federalist party, they believe that these laws will help them protect the country because of the on-going undeclared war between the US and France
