What is the key difference between instrumental theorists and structural theorists?

Structural theorists are certain of that the law is not the total dominion of the rich. Comparatively it is used to keep the attention of the capitalist system and to control affiliates of any class who threaten its presence. While Instrumental Theorists see criminal law and the criminal justice completely for governing the poor affiliates of the society.
