In Mexico, we don't just have a funeral and mourn. Día de Los Muertos is a day dedicated to the dead. We don't really strait up say "El esta muerto." In Mexico, we have different ways of saying it. So do people in America, but a little differently. In the U.S, Dia de Los Muertos isn't celebrated that much, so the only day they celebrate someone that died, it's kinda just their birthday and death day.
