This is a limited government

That is because it doesn't have powers without the vote, it can only present ideas and then a group of people can vote for those ideas. Their powers are limited. Here they can only present the idea of a new firetruck, but they can't purchase it as if they were an absolute government which could spend taxpayer money as they saw fit.
