Glenn goes on a job interview and is asked "how are your critical thinking and communication skills?" glenn answers "excellent." should the interviewer trust glenn's answer?

No. Assuming Glenn actually has critical thinking and communication skills, he would have carefully thought out his answer and produced one with more substance. Simply stating "excellent" is not a sufficient answer to verify Glenn actually carries adequate critical thinking and communication skills.
