Which Radical Republican proposal for Reconstruction was defeated by its opponents?

The most important one was distributing land to former slaves. There was an idea of the Radical Republicans to take plantations away from former slave owners and distribute the land to former slaves. This was rejected because the government didn't want to humiliate those people to avoid more strife between the factions.
