To what extent was the monroe doctrine of 1823 an isolationist document or an interventionist document of american foreign policy goals and principles?

The Monroe doctrine was isolationist in that it curtailed American exceptionalism to the Western hemisphere. It looked to control its own continent and the one to the South. It was interventionist in that it still sanctioned control over Latin American countries.
