When too many chloride ions are built up outside the cell it means that the concentration on the outside of the cell is high compared to the inside, and therefore, the carrier protein associated will transport the ions as a facilitated diffusion once the transport is being done in favour of the gradient - from where the concentration is higher to where is lower.
