Cuban can be used as an adjective-noun, as you are not just saying a dish, you are saying a "Cuban dish" which describes where the dish came from (Cuba by itself would be a noun as it is a place, but Cuban is describing something from that place and is used as an adjective-noun). both salty and spicy are adjectives as they are describing the taste of food
