c = 6.5h

for 2 hrs...so we sub in 2 for h...for francesca
c = 6.5(2)
c = 13

for 6 hrs...so we sub in 6 for h...for phil
c = 6.5(6)
c = 39

so Phil pays (39 - 13) = 26 more <=
