Why do you think citizens allowed patricians to fix elections in medieval cities?

I think citizens allowed patricians to fix elections in medieval cities because they needed their own extraordinary laws and were eager to pay for them and also that patricians were more esteemed, experienced, and more averse to foul up the region than plebeians.
