Which phase of DMAIC (define, measure, analyze, improve, control) is designed to insure that the problem does NOT reoccur and that the new processes can be further improved over time?

It could be said that the DMAIC phase designed to insure that the problem does not reoccur is the control phase. During the improve phase the solution to th problem is implemented momentarily but the control phase is created to insure the problem does not reoccur and so the new processes can be improved over the time.
