How can a modified free enterprise system change over time in terms of the degree to which it considered "modified"?

The system can be modified through legislation, court decisions, and economic data that allows for more (or less) influence by government sectors or private sectors on concepts like monopoly, based on the direction of the modification. More influence leads to a system that is "less" free enterprise while the opposite is also true.
