Why did southern states vote for hamilton's plan to assume state debts?

The reason why southern states vote for Hamilton’s plan to assume state debts was because there was an agreement with the northern representatives in regards of having federal capital to transfer from the Philadelphia into a different location such as in the Potomac River.
