Why does Tucker think that “progress in human affairs” will inevitably lead slaves to become more discontented?

He felt that slaves will feel out of place in their society if they see that slavery still existed while the rest of humanity was moving forward. This would lead to agitation on their part and a wish to throw off the shackles of bondage that slavery brings.
