Is a belief, based on a consideration of the facts at hand and on reasonable inferences drawn from those facts that would induce an ordinarily prudent and cautious person under the same circumstances to conclude that criminal activity is taking place or that criminal activity has recently occurred?

This definition describes what is known as 'reasonable suspicion'. This is not to be confused with 'probable cause', which is a belief that points to a specific person committing a crime. Reasonable suspicion merely gives an officer to make further inquiries, not to make an arrest.
