Why we’re rural areas over represented in the House before the Supreme Court’s “one person, one vote” ruling?

Rural areas were over represented because prior to the "one person, one vote ruling", there were fewer people in these districts than in more densely populated areas, like cities. "One person, one vote" required each voting district to have roughly the same amount of people so that each individual's vote carried the same weight.
