Actually what surprised Xuanzang the most was the way how Indians ran things and their way of life because this is completely unlike to Chinese cultures. The strangest thing he found was that how everyone in India practiced Buddhism and how structured it was. Because back in China at that time, Buddhism was still much unorganized and not very popular.
